Gleeson compleates £21m Farnham project

Healthcare Environments provided briefing information for the successfully completed work on Farnham Local Care Centre, the £21m PFI project at Farnham in Surrey constructed by Gleeson, to a design by HLM Architects.

The new building includes 84 single rooms for inpatients, plus outpatients clinic, day care facillites for the elderly, physiotherapy, x-ray, occupational therapy, speech and language therapy, an eating disorder clinic, a pharmacy and a retail unit in addition to three local GP practices that have relocated to the centre.

Located on the same 13.8 acre site as the original 100 year old hospital, the new centre will eventually replace all existing local facillites, with the aim of bringing healthcare "closer to the community"

City Hospital, Sandwell and West Birmingham Hospitals. -
Ambulatory Care is the model of care to be delivered in a Diagnostic and Treatment Centre type building. City Hospital as part of Sandwell and West Birmingham Hospitals NHS Trust, has been developing this model since 1997 in order to improve patient care and maximize efficiency. There has been wide clinical involvement in the planning of new services and subsequently in the planning of a new build.

This has ensured there is both clinical functionality and clinical 'buy in' for the scheme. The Trust is currently implementing new services in advance of the buildings completion to ensure transition is smooth, changes are piloted and staff are trained. Main areas of focus include:

Implementing condition or symptom based referrals and clinics for outpatients.

Facilitating one stop access to first line diagnostic testing.

Reducing length of stay for short stay surgical elective and emergency admissions.

The build is a PFI scheme with preferred partner Jarvis, having a completion date of December 2004. The building is 3 storeys, including outpatients with integral diagnostics and treatment for most specialties, including day/overnight surgery. The design of the building is planned to ensure way-finding and orientation are optimal for the patient and travel between elements of the services is reduced.

South London & Maudsley NHS Trust, SLaM -
South London & Maudsley NHS Trust, SLaM

Has confirmed Interserve Projects Services Ltd as the PSCP (Principal Supply Chain Partner), with Healthcare Environments Limited as the primary supply chain member (PSCM) leader for health facility planning to develop the Forensic Secure Mental Health services for Southwark at the Bethlem Royal Hospital and Lambeth Forensic Services at Lambeth Hospital.

The new provision at Bethlem Royal Hospital is for medium and low secure units consisting of 89 beds for male patients and including a 15 bed Forensic Intensive Psychological Treatments (FIPTS) ward.

The primary objective of this scheme is to create sufficient capacity to allow the demand for secure services to be met locally and minimise the reliance on placements out of area for people resident within the SLaM area. In addition to the in patient areas and associated facilities there will also be a Therapy and Education Centre.

At Lambeth Hospital the new provision will be a 24 bed in patient Medium Secure Unit which will increase the provision of MSU beds and provide assessment, treatment and rehabilitation to male patients from the London Borough of Lambeth.

South Birmingham Mental Health Trust -
South Birmingham Mental Health NHS Trust provides a range of mental health services to a local population of 460,000 and is also a provider of specialist, tertiary services on a regional and supra-regional basis. The Trust is involved with undergraduate and postgraduate education through its partnership with the University of Birmingham.

The mental health project consists of three locality sites:

South West Locality based at the Queen Elizabeth Site

South East Locality based at Ten Acres

Heart of Birmingham based at Showell Green

All sites will have services for Adults and on the Queen Elizabeth site there will also be services for Older Adults, Adults and Specialities Services consisting of: Mother & Baby Eating Disorders Deaf Neuropsychiatry / Neurophysiology Psychotherapy / Psychology The project consists of 209 in patient beds, out patient facilities, day hospitals and University accommodation.
St Lucia -
International Projects

The sunny Caribbean island of St Lucia has become our most recent export victory. Many eager volunteers jealously said bon voyage as Suzie Forde took an unexpected New Year trip to the island to kick-start the re-development of new facilities at the Victoria Hospital in Castries.

Bradford and Airedale LIFT -
We have been invited to participate in the Bradford and Airedale LIFT project by the LIFTCO’s preferred partners Bradford & Northern Housing Association. Our role is to provide specialist health planning advice to the bidding team. In order to fulfil our role we attend user group meetings to fully understand their needs and subsequently assist the design team’s to embody the agreed requirements in the proposed solution as it evolves from concept to finished building.

The area covered by the LIFT project is a vibrant and diverse district, home to 486,000 people. It is made up of the City of Bradford itself, the surrounding towns of Keighley, Bingley, Shipley and Ilkley and rural towns and villages such as Haworth, Menston and Oxenhope. Bradford faces significant health challenges. Indicators of health and deprivation show

that in overall terms, the health of the Bradford population is below average and ranks as the 8th most deprived health community in the country. It is the 4th most deprived outside London. These inequalities in health status and quality of life are of major concern to all partners within the Bradford and Airedale LIFT project.

The project therefore covers all health and community services that the public has local access to including:

General Medical Practitioners (GPs) providing 24-hour general medical care; Community pharmacists dispensing prescribed medicines for the NHS; General Dental Practitioners providing dental services; Optometrists providing NHS eye tests and spectacles; Community health services such as district nursing, health visiting, community dentistry, podiatry, speech & language therapy, dietetics, midwifery, counselling services, physiotherapy, child and school health services; Specialist ‘outpatient’ and diagnostic services that have previously tended to be provided in a hospital setting; Social services e.g. children’s services, home care teams, day care; Intermediate care for older people e.g. community hospitals, rapid-access assessment clinics, case management teams.

The aim is to better integrate these services with each other and with other community based services including where appropriate, integration of PCT services with those provided by Bradford Metropolitan District Council, Bradford District Care Trust, Bradford Hospitals NHS Trust and Airedale NHS Trust.

Staff -
Staff numbers have grown by 50% since March. In order to service the abundance of PFI, LIFT and ProCure21 projects, five new staff members have been recruited.

Taylor Woodrow was one of the first companies to embrace PFI and act as sponsor, equity provider, design and build and maintenance provider, and it is using this extensive experience to continually develop its products and maintain its position as a leading provider of healthcare facilities.

Building integrated project teams that are focused on delivering an improved healing and working environment for patients and staff is now yielding award-winning results for Taylor Woodrow. Over the last month the Princess Royal University Hospital, Bromley, designed by CODA Architects, has scooped several leading awards; including PFI Project of the Year, HD/NHS Estates' Building Better Healthcare Awards Special Recognition for the implementation of NEAT, and Highly Commended in the Best Designed Hospital Category.

Room Layouts -
As part of the Manchester, Salford & Trafford LIFT commission we have produced "exemplar" room layouts showing how a range of rooms should optimally be laid out. They include all fixed and free-standing equipment required, their associated service outlets, access points and indicative window positions.

Our innovative style of presentation was well received and we hope to develop a wider range of layouts and possibly link these to our development work on 3D modelling.
LIFT -
LIFT (Local Improvement Finance Trust) is a Department of Health initiative to improve the primary healthcare estate. To find out more, visit the DoH LIFT web page.

We have just completed work on the Manchester, Salford & Trafford LIFT project bid for Jarvis Primary Health and have been invited to assist the team on their East Lancashire LIFT bid.

We have already commenced work on the East Lancashire LIFT and hope to target further LIFT schemes throughout the North of England with them.
Quality Mark Update -
The team are very pleased to announce that we recently received our official ISO9001:2000 certificate from the ISO accreditation body SGS Yarsley's.

The certificate was presented to HCE's 4 directors by Lord Roy Mason, followed by a buffet lunch at the BBIC, as guests of the Barnsley Business and Innovation Centre Board.

Lord Mason announced prior to presenting the certificate that (from his research using the House of Lord's library), HCE are not only the first Company in the BBIC, but also the first in Barnsley and one of the first in the Country to be accredited to the new '2000' standard.

Our system covers the full scope of our business activities, including all project work. HCE will use the system to improve the effectiveness of our outputs, and are now very much dedicated to continuous improvement.
Financial Close acheived at Birmingham Ambulatory Care Centre -
The state of the art Ambulatory Care Centre at Birmingham City Hospital has now reached financial closure with its Preferred Partner Jarvis Projects. The project will now enter its main construction phase, some preliminary works already having being commenced.

Altnagelvin Hospital Update -
The Tower Blocks to be refurbished on the Altnagelvin site.

On 1st December the design team submitted their report of work carried out over recent months, marking the end of stage 1 of the project.

Stage 2 is now commencing with the aim of taking the first phase of the scheme to tender during the coming year.
Lewisham PFI -
This project, which we commenced work on at the end of September, involves provision of a new clinical building which will replace the worst of the Trust accommodation with a new 6 storey block.

The project will focus on the development of services that facilitate the 'unlocking' of this densely developed site. This will provide 'ring-fenced' booked services and support for emergency admissions through the provision of Inpatient wards, a Critical Care Complex, Out-Patient facilities, Ambulatory Care Complex and an additional four theatres.

The new facilities will increase the hospital's capacity, improve the scope for service flexibility, and support the introduction of new service models, with an estimated scheme cost of approximately £47 million. Healthcare Environments will be working with Mowlem Major & Special Projects and the hospital's staff to provide advice on clinical planning and production of room data sheet information.

We have just completed an interim submission to confirm the broad acceptability of our proposals to date. Work will continue until March when the Trust will select its preferred partner to design, build, fund and operate the new facilities.

We look forward to building on the work done and to delivering a facility that paves the way for future phases of development.

Central Manchester -
Preferred bidder announced at Central Manchester

The Central Manchester Healthcare NHS Trust has selected the preferred bidder, Catalyst Healthcare, who will be leading the construction of the new Children's Hospital and many new facilities for adult services.

We assisted the successful bidding consortium in winning the last round where they were still competing against one other competitor. The consortium had to see off competition from six bidders short-listed for the scheme over a period of several years.

During the current stage, we are providing a full briefing service, to Catalyst Healthcare. In particular, we are working closely with the design team led by architects Anshen Dyer to ensure that the hospital is clinically and operationally effective. In addition, to the brief we are developing the equipment requirements and specification.

The project is estimated at a value of approximately £300m, making it the largest Private Finance Initiative (PFI) healthcare project outside London and one of the largest building projects in Manchester.

Birmingham University -
This new development, comprising of both Acute and Community Health Facilities along with a replacement for the existing Queen Elizabeth Acute Hospital, has now acheived its PITN submission.

Three consortia all now have to wait until mid January 2003 to see if success will follow their submission.

The hospital trust asked each team for 'clarification' on the proposals submitted and have had interim meetings with each to ensure that appropriate responses are delivered.

Healthcare Environments are ready to deliver its services into the New Year on this project.

We are keen to continue to work closely with the design team to further develop the innovative approach, adopted by the Trust, for its patient services.

The new acute and mental health facilities and services will be operational by 2005 and the acute services by 2008.
